While Shorter has an abundance of undeveloped land, certain limitations to urban development exist which should be considered
in guiding future growth. Topography that is too rough for economic construction and flood plains along major streams create
physical barriers for residential, commercial, or industrial development. However these physical barriers occur minimally and
as such affect only a very small portion of the town's land.
